| Video: West Virginia lawmakers discuss ATV safety measure In 2007, 45 people died in West Virginia while riding ATVs. That was actually an improvement from 2006, when 53 people died -- the highest per-capita death toll in the country. ATV safety advocates say these numbers can be reduced if lawmakers ban ATVs from most paved roads. A bill passed the Senate Transportation Committee Feb. 12 that would do just that. But critics of the bill say it doesn't get at the real ATV safety problem -- driving under the influence of alcohol and drugs.
